An Open Offer to County, State, and National Leadership: A Practical, Lower-Cost Path for Better Outcomes
Rebuilding Lives Initiative is an independent community project. We’ve shared our proposal with County staff. There is no endorsement, contract, or funding in place—yet.
Merced County families deserve solutions that are effective and respectful of taxpayer dollars. The Rebuilding Lives Initiative offers a concrete, trauma-informed program that pairs a serious-game prototype, a Canvas/LMS module, and a four-week instructor training with clear operating procedures and an evaluation plan.
Local leaders have, at times, attributed cost pressures to state and federal administrations. In my view, those explanations miss a central point: we can run smarter, community-first programs right here—with clearer Statements Of Purpose, better measurement, and lower waste in day-to-day operations. That’s what this proposal delivers.
What we’re offering: a pilot the County can review at any time—documented workflows, budget discipline, and measurable outcomes (belonging, navigation skills, timely delivery).
What this is not: it’s not a County program today. We are independent and have added prominent notices so there’s no confusion.
What we’re asking: a standing, public study session or working meeting to evaluate this proposal on its merits.
About the letter
We recently received a letter from County Counsel clarifying that no County department has endorsed or funded our materials. We respect that request and have updated all pages accordingly. We’re posting the letter for transparency and to make it clear: we’re not claiming endorsement— we’re offering a solution for consideration.
